From the Scholars: Barnes' Notes

Blessed be he that cometh in the name of the Lord -See the notes atMatthew 21:9. This is the language of those who had charge of the sanctuary, addressing him who came in the name of the Lord to present his thank-offering. It is the language of welcome; the assurance that his offering would be acceptable to God. It was applicable to the Messiah, as coming in the name of the Lord, and was so used by the multitudesMatthew 21:9, and by the Saviour himselfMatthew 23:39; but this use of the language does not prove that it had original reference to him.
